INITIATIVE MEASURE TO BE SUBMITTED DIRECTLY TO THE VOTERS

The city attorney has prepared the following title and summary of the chief purpose and points of the proposed measure.

Title: An Ordinance of the City of Santa Barbara Prohibiting Use of Gasoline Powered Leaf Blowers.

Summary: The purpose of the proposed measure is to amend the Santa Barbara Municipal Code pertaining to the use of leaf blowers. If adopted, this measure would prohibit the use or operation of portable machines which are powered by gasoline engine or gasoline generator to blow leaves, dirt, or other debris off sidewalks, driveways, lawns, or other surfaces. The measure would prohibit the use of such machines at any time or place in the City of Santa Barbara. It would not affect the use of electric powered leaf blowers.

Purpose: In order to secure and promote the public health, comfort, safety, and welfare, and to protect the rights of its citizens to privacy and freedom from nuisance, it is the purpose of this ordinance to prohibit unnecessary, excessive, and annoying noises at levels which are detrimental to the health and welfare of the community, and to minimize airborne dust and pollen.

Ordinance: It shall be unlawful for any person within the City to use or operate any portable machine powered with a gasoline engine, or gasoline powered generator, to blow lwaves, dirt, and other debris off sidewalks, driveways, lawns or other surfaces. This ordinance shall take effect 90 days after the date of its passing.

Notice to the Public: This petition may be circulated by a paid signature gatherer or volunteer. You have the right to ask. All signers must be registered voters in the City of Santa Barbara.
